The College of Engineering (CEG), School of Architecture and Planning (SAP), Alagappa College of Technology (ACT) and Madras Institute of Technology (MIT) are the constituent colleges of Anna University and so they are the top ranking colleges.

Anna University is completely different from IITs. Anna university is state technical university of Tamil Nadu in which 95% of Engineering colleges are affiliated to it. But IIT are governed by MHRD directly. And placement depends on the college not on university.

Yes, you can apply, but most importantly in what type of architecture you are interested? There are many types of architecture so first decide it before applying and as your subject in graduation was history. So, if you are interested in ancient architecture style, then try to focus in some more universities in Delhi, Bangalore, etc. kind of places.
