Yes, you can apply. You need to enrol for a single window counseling program through which you will be allotted seats based on your board exam marks.
As you have a good score, you have high chances to get a seat.

Anna University organizes an entrance exam for admission in master courses.
One must be a graduate in order to apply for M.Sc Program while for M.Phil. Program admissions, post graduates in the related field of interest may apply. You may refer to the complete eligibility criteria for more.
The application form can be filled online and the printout of the completed application can be submitted either in person or through post. The application form is common for both the programs. Completely filled-in application form must reach the university on or before May 8, 2018(tentative). Read the detailed application procedure for

Anna University is completely different from IITs. Anna university is state technical university of Tamil Nadu in which 95% of Engineering colleges are affiliated to it. But IIT are governed by MHRD directly. And placement depends on the college not on university.
