You may try for the counselling, but it may be quite difficult for you to get admission there, as you are a non-Maharashtrian, but it's really rare situation to not get admission with 116 marks in NATA, but you may try.

For getting into IIT architecture, weather in IIT Kharagpur or IIT Roorkee, you will have to clear the architecture aptitude test conducted by the IIT to get a seat there.

JJ College of Architecture accepts NATA score, and it's admission close within 150 marks, so there is no chance for admission in that college.

You can try MS University-Baroda through your NATA score.
But, admission through your JEE score is not possible, as all the good government architecture institutions close within 240 marks or under a rank of 3000.
