No, its better to go to Dubai for paper 2 in JEE Mains after scoring high rank.

I've got 69% in 12th boards & want to apply for JEE paper-2 in 2018 again. Am I eligible to apply for that as I have got less than 75%?

You will be able to apply but first, you have to improve your 12th marks by giving improvement paper for class 12.

The NATA cut-off is 40% (minimum) to be eligible for B.Arch.

If I have not filled NATA form but filled JEE Mains paper 2 and have got 140 as my score. Am I eligible to apply for IPU B.Arch?

Yes, you will be able to apply to IPU. But don't get stick to IPU. Only apply for other universities also where you can get better colleges than IPU.
