Civil engineering and architecture are two really different branches and hence it is not advisable to pursue architecture after doing civil as you must have already spent 4-years for B.Tech and B.Arch is for 5-years (which sums up to 9-years in total!). I will instead recommend you to do your Masters in Planning (M.Plan) or M.Arch in any of the streams of your choice so that you get a touch of architecture also and have your master degree too. However, the School of Planning and Architecture, New Delhi-110002, provides specialisation options for meritorious civil engineering graduates in its M.Arch. program and related fields.

Based on your JEE Mains paper 1 and paper 2 rank,
I am sure that there is no Govt. college that can provide you admission in B.Tech or B.Arch.
Your rank is too high to be considered for admission.

If you are from OS Delhi then it will be a tough competition for you because this year most of the candidates secure 100+ marks in NATA also they have good marks in 12th boards.
So let's see what will happen to you but it's a tough competition for you to get admission in MBS.
If we make merit score you will get 137.7 marks which is a good score but most of the highly reputed colleges look for nearly and above 140 marks for admission.
So you have enough chance to get this college, hence don't worry you will be in that college.

B.Arch admission process starts from mid-June. This year JEE paper 2 counseling starts from 15th of June.
And all other state's counseling starts after the declaration of NATA result means after 10th of June.
