I don't think you can study for free in Australia, whereas in Germany, you can study undergraduate courses for free from public universities I. e Government Universities. Compared to Australia, Tuition fee in Germany is less and the quality of education is excellent.

Of course, yes you are eligible to study in Australia as you have done your B.Sc (IT). You can go to Australia for studies through IELTS. It is the best exam to go abroad for studies.

Anything below 55% is not accepted easily. I am not sure if you will find any university as your grades are way below 50%. You have to check university websites yourself, see the admission requirements and email them. There are many universities in Australia and also TAFE institutes. Contact them one by one.
