You are pursuing diploma from Singapore and want to go to Canada for further studies. Yes, why not? Doors of Canadian universities or colleges are open. But I would advise you to contact specialist agencies dealing in this since there are many nuances to the process.

In Canada, you need GMAT and TOEFL. And in Australia, you need GMAT, IELTS or TOEFL.

All these countries you mentioned allows international students to work part-time while studying. It's not the university which makes this decision but the government.

Dear Kriti,
You only need to write your IELTS and score an overall of 6.5 with no band less than 6 and have 12th score of above 60-65%. There may be a few universities which will admit above 55% also but IELTS score is the minimum I have mentioned. All the best!
