Student visa is not given on basis of IELTS score alone. You have to first apply to an university and they must give you the admission offer. 4 is a poor score, consider a retake. Or check with the universities for ELICOS programs which are designed for applicants like you, who don't meet English language requirement. This won't guarantee a visa however.

Australia and Canada: Both these countries are always on the lookout for professionals in different fields. Universities in both these countries too are looking for youngsters to join their courses. I feel you should go to either of the countries.

Yes, it is possible however clarify if its an UG Diploma? If yes you must complete your Bachelor's degree prior a master course.
