Admissions are based on your academic grades, your IELTS scores alone will not grant you admissions. First, you have to check if you are eligible academically. If you don't meet IELTS requirements then you can retake or enroll into a bridge course. Kindly, mention your grades and education background for good guidance.

Surely you can reapply again. Work on those points on the basis of which your visa got rejected earlier. If you did not meet admission requirements, make sure you meet them now. Your motivation to study and career goal must be very clear.

You can apply into Bachelor degree programs. Your grades are good and so is your overall IELTS. You have to visit university websites for admission requirements and deadlines and submit your application on time.

If you want to join in as the management in any company later, go for MBA and if you are interested in research, education, innovation, etc in biotech, genetics, prosthetics etc, you should choose MS. Canada offers better chances of it than Australia so check your finances, eligibility and cultural preference and then decide.
