Gain some work experience to offset your grades. Get involved with some strong projects, earn a certification etc. Canada will be extremely competitive, 59% won't be acceptable for the programme you are desiring for. Australia and Ireland are possible. Strong reference letters and SOP will also be evaluated.

Actually, if you are looking for PR, you don't have to study in that country. The IELTS score required will be a little higher than that required for academics. So, clear that and you will be able to go and obtain the of from that country.

Hello, You seems to have taken your engineering in a very light manner. 18 times you had arrears and you passed out finally in the year 2007 with the percentage of about 58% which just fell short of first class rank. To do a post graduation or MS in a foreign country one invariably needs a very good academic record. Hi,
I think you can but you have only mentioned your IELTS score, so difficult to get what you are planning to study, your percentage etc. Even if your IELTS is bit low there are English language pathway courses by Australian universities. You have to find information. On university websites. Also, the admission requirements are different with every university and programme.
