Yes, typically, you can. Completion of atleast 12 years education is required be it class 12th or Diploma. But, you must always check with the university admission requirements directly. Also your subjects would be different. So, some pre-requisite courses may be required.

You have already done advanced level course and you will not find suitable Masters in India. You can do Masters in UK in the same field.

When it comes to Australia, mainly two universities are preferred by students: University of Wollongong and Victoria University. These are most commonly preferred by Indian students. Both of them offer Master of Mechanical Engineering courses. The difference is you can get easily into Wollongong while Victoria you need to have excellent academic results. About career growth, they offer 2 year stay back in Australia. So, you have an option of searching for a job there itself or you can move to another country.
