Yes, you can pursue diploma or post-graduation in travel and tourism. You can pursue PGDM or MBA in travel and tourism in which basic requirement is graduate in any stream with minimum 50 or 60% as applicable from university to university.

There's nothing called a right time to start preparation though many IAS bounded aspirants start their preparations during the first or second year of their graduation. The earlier the better. You must frequently update your current affairs. Read national and regional newspapers and competition and current affairs magazines regularly. Coaching assistance may be available from institutes like Rau's IAS, Chanakya, Elite Academy, Brilliant Tutorials etc. also. Read articles appearing in Employment News also.
