You have not specified the college or institution, there are generally no seperate cutoffs but yes some institutions do have seperate cutoffs, but that would depend on the college.

Yes, you can do. IGNOU or other open Universities may the good option for you. IGNOU offers B.Com. Course at very reasonable cost. You can do the B.Com. Course from 3 to 6 years of duration. The course fee is about Rs 6000/. Further, there is no minimum or upper age limit for this course.

You can add physical education only if that is one of the major subjects for your qualifying exam. And the college also has a list of subjects acceptable as the best 4, so check with the college before you do anything

Pursuing LL.B. After B.Com is not a good decision for jobs point of view. Because more than 80 of jobs were taken by NLU's and CLAT accepting colleges. Hence you have very limited scope here. So in my opinion you should go through the following courses as per your interest as under.
1. Chartered accountant
2. Company secretary
3. MBA/PGP/ PGDM in Finance, Marketing and supply chain.
4. Certified financial adviser CFA.
