I found this in the admission guide of Jamia Millia Islamia:
Policy on Pursuing Two or more Programmes Simultaneously:
A student can pursue two programmes simultaneously through distance mode or combination of distance and regular modes from the same or different
Universities/Institutions in the following combinations: (I) One Degree and One Diploma/ PG Diploma/Certificate (ii) One PG Diploma and One Diploma/Certificate (iii) One Diploma and One Certificate (iv) Two PG Diplomas (v) Two Diplomas (vi) Two Certificates
Two degree programmes are not allowed to be pursued simultaneously, either from the same University, or one from the Open Uni

Yes, it do matters, but it depends on your future plan. If you want to go for MBA or for M.Com you can get a normal college, but if you do not have further plans and you want to get a job then it is important to do B.Com from a reputed college.

Yes, you can get a college in IPU by scoring this rank, but you may get not so good and reputed college, but it all depends on the cut off lists. But, yes you can definitely get a college with this rank.

There are so many options for you. You can go for Kirorimal College, Hindu College, Hansraj College, Venketeshwara College, Daulat Ram College, Lady Shri Ram College. All of these colleges are excellent for Commerce. You can choose any of the college according to their cut off lists. All the best.

Bharti College is a good college. If you want a girl's college, but I do not think so that it is the best one. There are so many better options than it, but yes, it is not that bad. You can go for it. Cut off list may vary according to the number of seats vacant, but mostly they use to publish minimum of 5 cut off list every year.

Yes, of course you can take admission. The meaning of cut off list is only to show that minimum percentage required is this. So yes, you can go for the college in second cut off.

I think, the teaching faculty for this college is quiet good, but actually it depends on the course you are taking admission in. DDUC holds good reputation and teaching faculty for science stream as compared to other stream. So, yes if you want to take admission into science stream you can definitely go for it.
