The batch commencement dates are generally intimated by the college to students through emails or calls. If they haven't done so, I would advise you to contact them directly for the information.

First, you need to have completed your 10+2 from a recognised board of education in order to apply for B.Com course. Also, your gap is quite huge to land you a graduation course. In such a case, I would advise you to personally inquire about the details of the university/college where you're interested to apply.
