No, you can't get lateral entry in B.Com after Diploma. You can only get admission in B.Tech if you want to take admission via lateral entry.

Daulat Ram has name and fame only in this course. Daulat Ram is famous for B.Com course. IP is also one of the finest colleges of Delhi University. But the faculty members are the best in Daulat Ram College. So, I suggest you to go with Daulat Ram College.

In UPSC exam, your knowledge in your selected subject is tested. So it makes no difference whether you are B.A. Or B.Com or BE or MBBS. Thorough knowledge of the subject is what matters.

The basic eligibility for admission to any of the B.Com. Programs is mentioned below. Candidates must pass in Higher Secondary School examination from a recognised educational board
They should have Maths and English as core subjects
Minimum 50% marks are required at 10+2 level
Although, candidates from Science and Arts stream are also eligible to apply, those with Commerce stream are preferred
There is no work experience required for the course. However, students with work experience can also apply.

The minimum percentage required to be eligible for B.Com is not mentioned on the official website of the university. Although usually 50% is the minimum that's accepted, I would suggest you should consult the university itself for the details.

The minimum eligibility to apply for the course is that the candidates must have passed in 10+2 with at least 60% marks for All India Quota (minimum 45% for Rajasthan State) candidates. Selection will be done on the basis of academic merit in 10+2 followed by counseling.
The candidates may apply online through the official link given on the website or through offline by purchasing the form from one of the constituent colleges of the university.
