It is although not allowed, but some colleges might give this privilege to change the stream. You will have to talk to the concerned authorities of your college about the same. They will be able to guide you well in this regard.

In order to pursue a regular course, you will need the following documents for admission:
class 10 certificate
class 12 certificate
character certificate
Migration certificate (if needed)
An ID card like Adhaar, Voter ID card, PAN card etc.

I think you have the wrong information about the courses offered by this college. As per their official website, there are only 4 courses.
1. B.Sc
2. BA
3. MA Hindi
4. M.Sc Maths
B.Com is not offered by this college.

In terms of scope, you can apply to any organisation for the post of an accountant which require skills such as keeping track of their profit and loss of their company, etc. For such type of jobs, you should have strong knowledge of core subjects. Graduate in any discipline i.e Science, Arts, Commerce, Engineering, etc., is eligible to get admission in MCA provided he should have studied mathematics as one of the subjects in +2 level or studied mathematics at least for one year in undergraduate level. A BCA pass out is also eligible for MCA.
