Yes, you are eligible for UGC NET exam. As you have Masters degree in HR and Finance, you can appear for UGC NET HRM & UGC NET Commerce. Yes, you can apply but you have to clear an entrance exam for engineering.
Many private colleges take direct admission so you can contact directly the college.
It is not a good choice to opt for engineering after B.Com. Go for MBA or law.

Hi,
You can apply for graduation in B.Com but I would advise you to pursue engineering B.Tech or BE in B.Tech as your background is engineering only.
