Yes. There are maximum chances that you will get admission in a good college under Delhi University.
Please check http://www.du.ac.in/du/index.php?page=cut-off-2017 for last year's cutoff.
You'll get the idea.

No, at present, there is no entrance test for B.Com (H) in DU. Admission is completely based on merit.
