Yes, you can use a valid technical Diploma to join the PGIMER Chandigarh BSc admission process. The Diploma must be in the same paramedical field you want to study. It should be a two or two-and-a-half-year course from a recognised institute. You also need at least 50% total marks in your Science subjects to apply for these seats.
