CCC, diploma or certifications in computer and software like MS Office, etc. certifications in foreign languages like Urdu, Arabic, Japanese, etc. Or you can do typing courses and learn shorthand. You can also learn Tally.

Nope, first, you have to clear the backlog. After clearing all backlogs, the university issues a provisional degree by which you can take admission in M.Sc.

It greatly depends on your current financial status. If you have a financial support then from good a career perspective, it would be better for any pass out (school) to go for higher studies at least till graduation. In general, as per the current market trend, a PG is must for a good salary package. However, try to pursue graduation/Diploma. It will be helpful later when you try for a job.
Else, if you look straight for a job, you won't get a fair salary in relation to the cost of living now.
So, my suggestion would be to go for higher studies at least.

The fee is approximately INR 1.5 lakhs which is divided equally as per the years. Its fee structure comes out to be around Rs. 37,500 per year.
