The cut offs change every year. They're a bit different for different categories (general,obc,etc) and for students coming from various boards (state,cbse). You can get previous year cut offs and merit list on the internet.

Yes, you are eligible for the CSIR NET after a B.Sc. (honors)
CSIR NET Educational Qualification:
M.Sc, BE/B.Tech, Integrated BSMS BS-4 Years, B.Pharma MBBS or an Equivalent Degree. For General candidates and OBC candidates, 55 percent marks are needed, and for SC, ST, and PWD candidates, a minimum of 50 percent marks are needed.
