With 60 percentile in JEE Mains here are some popular and good colleges that offers Bachelor of Technology B.Tech however getting government colleges would be little difficult, I've mentioned some good colleges below:
SRM Institute of Science & Technology Chennai, Vellore Institute of Technology VIT, Amity University Noida, Lovely Professionally University, Thapar University, Benette University also you may be able to get some lower ranked Government Funded Technology Institutes GFTI during counseling.

Many engineering colleges offer B.Tech programs with relatively low fees and decent placements, some provide direct admission based on the score of class 12th. Consider institutions such as some government engineering colleges (GECs) and some private universities in Gujarat, which can consider the 12th standard performance with the entrance examination score. Examples include some colleges affiliated to Anna University and others such as Amity University or JP Institute of Information Technology.

There are a lot of government and state -funded engineering colleges taking students under B.Tech wherein the fee is considerably poor in terms of marks obtained in the 12th grade. Examples are AU Allahabad (4400 rupees per year) and multiple Government Engineering Colleges (GECs) in Gujarat (such as Surat, Valsad and Patan) at a fee of about 6000 rupees per year. Alternatives consist of Jadavpur University (Kolkata, 10,000-20, 000 per annum) and COEP Technological University (Pune, 9000-15, 000 per annum). The state-level counseling in these institutions is generally particular.

BTech fee structure at IIIT Bhagalpur is divided into four parts. The first part includes the full annual tution fee for the first year, the annual institute fees and also the one time admission fee for students joining IIIT Bhagalpur BTech course. The second and third parts are comprised of annual tuition, and institute fees for 2/4/6 th and 3/5/7 respectively. Finally, the last part is comprised of the annual tuition and institute fee for the 8th semester which also includes the convocation fee.

With a JEE Mains rank of approximately twelve lakh, it is unfortunately not possible to secure a B.Tech in Computer Science seat at any IIIT or GFTI through the main JoSAA rounds. These institutes typically close admissions for CSE below around fifty thousand rank for open category, with even less popular GFTIs and IIITs not stretching anywhere close to twelve Lacs rank.
You may wish to explore private engineering colleges where cut-offs are more flexible or consider state-level counseling where some self-financed or university colleges accept higher ranks. For IIITs and GFTIs, this rank is simply not competitive for CSE seats in
