Is it a good decision to pursue B.Tech in mechanical or electrical? I am good in maths but weak in physics.

If you feel great difficulty in physics then you shouldn't do B.Tech because both the streams you have mentioned require physics.

If you studied 12th then you can definitely appear for JEE Mains. If you joined Diploma after 10th, then you can't apply for JEE Mains.

Go for B.Tech course only from VIT, Vellore. Never ever think of doing M.Tech or any Masters from a private engineering institutes. They would low rank your profile.

If you are a diploma student you can join directly in the 2nd-year. Then there is no chance for lateral entry because they cant provide certificates for you.
