Your questions is incomplete as you have not mentioned about the college you are seeking information. The fees varies from college to college and it also depends on if its a government or private institution. Plus, a lot of benefits are given, if you are reserved category student.

B.Sc CS from DU is a good option only if you are unable to get B.Tech CSE in a good Engineering colleges. You will have to do M.Sc CS to match career with B.Tech CSE grads even after B.Sc CS from DU.

Yes, there is an option of choosing a college by yourself but the college you got is on the basis of closing rank. You can participate in the counselling and then fill the option of college according to your closing rank.

They are good for engineering but you can find better. The college is mainly filled up with people who are not interested to leave Agra, thus you will find a lot of localities there. You can find better colleges if you prepare better.
But, these two are also good. But, not the best.

There are many private universities like VIT, SRM, LPU, etc. The choice is yours.
