If 39026 is your SC rank then you cannot get the admission but if that is your general rank and you come under SC category then you have fair chances.

Aeronautical Engineering deals with the designing of new aircrafts that are limited to the earth's atmosphere and deals with the concepts, components and forces that affects the aircraft.
For example- aerodynamics, material Science and propulsion.

There is only one govt. college in Maharashtra which is in Parbhani and library of that college is the biggest library in Maharashtra.

Yes, you will get into an institute. Also, it will depend on your entrance scores. But you may not get a preferable institute due to lack of marks in PCM.
