Am I eligible to get admission in Canada with 65% in B.Tech along with an overall 5.5 band score in IELTS (S: 6, LRW: 5.5)?

Hi,
65% is alright, however an overall score of 5.5 is not good. I will suggest you to retake IELTS exam. MS programs require 6.5 or higher in IELTS.
