Colleges aren't decided on the basis of average students or extraordinary students. It's about many more things apart from this because if a student score average marks in an entrance exam still he need to do well in GD/PI. So, it's not about average or extraordinary.

It's better to rejoin to 2nd PU and complete it as it is a basement for all graduation. So, complete your 2nd PU and think on your future studies in your interested subjects.
