Yes, why not. You can really get a collage in Bangalore. Just go with the application form and crack the entrance exam and personal interview.
The best college you could get there is IIM, Bangalore. For that, you need to crack the CAT.

There is no scholarship for any students in Bangalore through COMEDK directly, you can avail central and state government scholarships later on basis of your merit. Hope you got your answer.
