Hello,
No, it is not possible to join any University or institute for an MBA course if you have any backlogs. First, you have to clear your backlogs, then you can join any course for MBA. Also, if the re-evaluation results say that you have no backlogs then you can do your MBA. And for the date when your re-evaluation results will be declared, that totally depends on your institute where you have done your BBA from. Contact the concerned authorities of your institute. Hope it helps.
