Hi,
According to me there are many top colleges in Delhi for PGDM courses like JIMS Rohini , IMI and JGBS.
Though in my experience JIMS Rohini is a great college with great placements, intellectual faculty, ideal location, experiential teaching pedagogy as well as good infrastructure.
It is ranked 29th in The Times and 70th in Business Today and 36th in The Week magazine in 2019.
It has a record of 17L highest package and placed 95% students.

There are plenty of courses abroad after B.Com as you wish to do Masters in finance. You can pursue the same and your chances are good.

You haven't specified your Bachelor's programme. But, still it's always better to take something that's somewhat related to your Bachelor's. It helps you in your future. Some people take Masters that's not at related to their Bachelor's this creates lot of confusion for employers and other problems as well.
