Category rank will help you fill the reserved seats, while air rank gives you the ability to eat up the seats of general class also. So, if your rank category rank does not help you get seat your air rank will get you admitted on the seat belonging to a general category student.

Only private colleges in last counseling round which is also highly unlikely. Apply in some private college or take a drop. This rank will not get you any college.

Hi Vishu, Which is better out of the two. Well, the one to answer is you. Are you more interested in just arts and Law or Business administration combined with Law? I would personally suggest you to opt for BBA LL.B. As the opportunities that arise out of it and the skill set, both are preferable.
