You can go for fellowship course in Maxillofacial surgery from any of the premium cancer centres (Like TMH, Mahavir Cancer Sansthan etc.).

Admission with 391 looks to very slim for BDS in government college, but you can get a decent college with MBBS under self-finance course.

Yes, MS in India is the best, as you had already gone through your BDS course here, for abroad consideration you need to know, that there's no MS abroad, there's it's Known as MS or any other fellowship.
