Salary wise, they are about even. However there is going to be a MUCH greater demand for biomedical engineers and it would be quite easy to form a startup company in that field. Also with greater demand for biomedical engineers, there salary is bound to go up. Just make sure as biomedical engineer you don't get stuck in a research position unless you really like it because their job is very laborious and underpaid. If your passion for both is equal then go with biomedical engineering. If your passion for one is greater then choose that one.

It is possible. Just choose GATE for biomedical stream, but for this you have study a lot since the exam will be based on the syllabus of bio medical stream only. And, you did your under graduation from electronic only. I suggest you to go for that stream, which will relate to your B.Tech branch. Otherwise, you may face some problems. Just stay in your branch and get specialization and knowledge by doing the Masters from electronic only.

It actually varies from state to state and university to university. Some universities have separate entrance exams whose scores are counted for the admission. Some prefer Physics, Chemistry and Biology marks. It also depends on what course you are looking for, B.Sc or BE/B.Tech. If you can be specific with what course you want to apply for and also in which location, I can guide you better.

It is a good faculty. I did my M.Tech in Biomedical Engineering from there. The course is very well designed.
