No, Hindi doesn't count in the best four subjects. It's your stream subject which makes your result.

Hi, you should go for BITS, Pilani campus for electrical and electronics engineering. Although, all the campuses are good and choose as per convenience of individuals, BITS, Pilani campus is considered as the best. These all campuses are under same college, BITS, Pilani. And BITS, Pilani is always under top ten colleges of India. Best of luck.

No, you are not eligible for M.Tech from BIT K R Puram without appearing in GATE exam. Admission in this college is done through GATE ranking, which will create problems for you to get admission. Best of luck.

Chances are very low, but you should try for lower order NITs like NIT Patna, NIT Jalandhar, NIT Jamshedpur, NIT Durgapur etc. You might get a seat in last round. You can predict other possible colleges here:
