Infrastructure:
Both the university have good infrastructure. If you consider WiFi then you can get on both the campus. Also, they provide Library, Canteen, Hostels for both Boys and Girls.
Courses:
Coer university provides a total of 38 courses, where as Haridwar University provides a total of 70 courses.
Placement:
Considering previous year placements Haridwar University performs better than COER university. In Haridwar University around 90% students get placed where as COER university student's placement rate is 70-80%.
Conclusion
i would recommend to go for Haridwar University as it has better stats than COER university

It is challenging to conclude with certainty whether B.Tech programme at Heritage Institute of Technology (HIT) has "better" placements because both the B.Tech in CSE and the B.Tech in ECE offer benefits and strengths of their own. The decision may be influenced by your own preferences, aptitudes, and professional goals.

- The main criteria for admission to Techno India University's B.Tech programs are the results of engineering entrance exams such as JEE Main, WBJEE, JEE Advanced, etc.
- A minimum of 60–70 percentile on the first exam is needed to be eligible for admission through JEE Mains. The cutoff scores for Computer Science and related fields in JEE Mains are higher, falling between the 80th and 90th percentile.

B.Tech at COER Roorkee you need to give the JEE MAINS exam and get at least 50 percentile in that as the closing rank is near about 5,00,000.
Thus for 50 percentile, you need 31-40 marks out of 300 and for Computer Science you need 70 percentile i.e 41-50 marks out of 300.
