No, JEECUP (Joint Entrance Examination Council, Uttar Pradesh) doesn't provide programs like B.Tech.
The JEECUP is specifically for providing admission in Diploma level course in engineering, technology and other fields.
For B.Tech the JEE (Joint Entrance Exam) Mains, JEE Advanced are considered some of the best.
Other state level exams can also help getting a college for B.Tech.

Heritage Institute of Technology (HIT), Kolkata, and Roorkee Institute of Technology (RIT), Roorkee, are both good with regard to their B.Tech CSE programs. HIT provides a the highest package of INR 16 LPA and an average of INR 6 LPA with companies such as Google and Amazon. RIT has a the highest package of INR56 LPA and an average of INR 7–8 LPA, with 82.75% placement. HIT is ranked #1 in West Bengal among private engineering colleges. Though HIT provides equal performance and alleged recruiters, RIT is preferred for its large salary offers.

Hello candidate, the answer to this question is quite subjective and cannot be said with any certainty.
