Hi Vaibhav Shah, there are many top ranked and good universities in Canada. Which is best for you will be hard to tell because you did not mention how much you scored in your B.Tech or BE. Moreover, your IELTS score is very low. You should retake, an overall 6.5 score is required for PG. Check these

As you've completed your graduation, now you can take any course in Canada except technical courses. You can take if studied PCM in 12th.

You can do Ph.D or opt for MBA or MS Management. MS Engineering Management is also a good choice. This is absolutely your choice. Since you already have a Masters applying for a second MS will be extremely difficult in Canada unless you want to specialize in a particular field. So, you decide what you want. You have to convince the university also regarding the course choice so its best you know your main interests and priorities.
