I don't think, it will be a good choice. It would be much better to pursue Intermediate, and then Bachelor's degree. That way, you will be eligible for most other courses and jobs later. This Diploma will limit your option and will not be much beneficial in later life.

Australia Universities does accept 15 year of education. But Canadian and USA universities accepts 16 years of education. Canada colleges dies accept 15 year of education. To get through the USA and Canada universities you can complete 1 year of master or PG diploma in India and then, apply for Master's program.

You can do Ph.D or opt for MBA or MS Management. MS Engineering Management is also a good choice. This is absolutely your choice. Since you already have a Masters applying for a second MS will be extremely difficult in Canada unless you want to specialize in a particular field. So, you decide what you want.
