It mainly depends on the college and the percentage you got in previous semesters. If you got good percentages colleges may allow you to go for next semester.

Yes, For their financial support, government has provided them compensation or lease in fees payment. This fees is usually less than that of the usual students.

Almost all colleges take admission for PCB students in engineering course after NEP. You should give all the engineering entrance exam and secure a rank to get into the engineering college of your choice. For PCB students, you should also devote time for mathematics as it has the highest precedence in percentile calculation.

Yes, it can sometimes matter a lot. Assume a case in which you have prepared for NEET for One year and got a medical college then you become a good doctor. Doctors have a salary for living life happily. In another case, you don't drop out and got a very low-paid job. So, sometimes dropping can have good consequences.
