Yes you can join some colleges but they will ask extra money to be paid to get into those colleges. Then only they will conform your seat. But it will be difficult for you at the time of placements as companies ask for minimum 60 percent in board exams. So it is better to pass all the subjects in inter.

With 67% in 12th, you can go for BA in whichever specialisations you like for graduation. Apart from BA, yes you can also go for B.Com. There are many good private and government colleges in India that allows admission for B.Com with more than 60% in 12th.

Unfortunately, There is no LLB programme through distance mode. As per the guidelines framed by Bar Council of India, LLB programme will be offered through regular mode due to the importance of moot court, complex course module. If any university offer this course through distance mode, than the degree is not valid and not acceptable further to get the license from bar council. However, you can get a good job after completing your current education, M.Com.
