Steps to apply:
1. Now the very first step is to get Medical examination 2 done. Only after Medical exam 2 reports, one can apply for medical certificate 1. Just visit Directorate General of Civil Aviation, Government of India's website and they have a long list of doctors who are certified to issue that certificate.
2. Next step is to apply to the respective flying school and clear their entrance exams to get through one of these:

Eligibility varies from university to university. Also, these days universities are offer B.Tech in Biotech, which is better than B.Sc as it is a professional degree whereas B.Sc is just a general degree. Many good private universities like VIT, LPU, SRM, etc. are offering admissions in B.Tech. These private universities offer admission on the basis of tests like JEE and their own tests. Some offer you direct admission too on the basis of your marks in previous qualifying exam. All these are world-class universities with modern infrastructure and good placements. Few of them offer scholarships too. So, you can check the web

Yes, you can join Diploma courses after 10th standard. In case you have failed 12th standard, I request you to please devote some more time to the subject and clear it which in return will help you open to better career opportunities. Pursue a degree rather than a Diploma. Degree will fetch you better placements comparatively to a Diploma certificate. In case if you have a fixed mind of doing Diploma please let me know the subject you want to study I will let you know if you can pursue it after 10th or if you need to clear 12th standard for that.
