Yes a student can apply and get admission in SMIT Sikkim with 60% marks in class 12th, as the minimum marks for admission is 45% in 12th.

As far as the B.Tech admission cut off scheme is concerned:-

Passed 10+2 Examination with Physics and Mathematics as compulsory subjects along with one of the Chemistry / Biotechnology / Biology Obtained at least 45% marks (40% in case of candidate belonging to reserved category) in the above subjects taken together.

So definitely a person with 60% marks in 12th standard can apply in this esteemed college and further get admission.

The admission process in the Kalinga University is on the basis of the merit list of the students it's not too hard to get admission in Kalinga University but it's not too easy to get in also. University also takes its entrance exam names KALSEE (Kalinga Scholastic entrance exam), it is a computer based test which is conducted in various cities of India and other countries . A student with minimum 40% marks in 12th is applicable for filling of admission in Kalinga University so 70% marks in 12th is also eligible for the admission in the university.

Although a 70% in your class 12 exam is a decent grade, it's hard to say for sure if you can only rely on that to get into Manav Rachna's Faculty of Architecture and Design (FAD).

Program: The minimal qualifying requirements for Class 12th scores may differ throughout FAD programs, such as B.Arch. and B.Des. It's possible that certain programs have stricter admissions requirements and are more competitive than others.

Yes, you can get into Keshav Mahavidyalaya, University of Delhi, with 70% in class 12th. The Common University Entrance Test (CUET) is part of the admissions process for the University of Delhi (DU), and the exam's cutoff was determined by the course.
