Having a certification will add value to your profile and will let the recruiter know that you are skilled and were capable enough to clear MCSE certification. But, a graduation is must. You might get job in some startup or small company, but in order to grow in life, you will need a graduate degree. Graduation is primary, Certifications are secondary add-ons. Government exams and the IT certifications you mentioned are different things. Understand the fact that government exams are aptitude based. You will have to prepare Maths, English and reasoning.
If you are preparing for government exams and in your spare time you think of doing these certifications then go for it. But, if you think that your certifications will help you in exams then it's a wrong notion.
Yes, you can go for government exams till the time you are eligible for them.

You can get a job on the basis of your skills and diploma but it will not help you in a long run. A diploma can fetch you a job for the time being but in order to grow, you need to have a degree. CCNA is a certification which will obviously increase your employability but a degree would be required to get in to good companies and grow

If PHP is something which you are extremely fascinated about then go for it. But, in today's world there are a lot of other web technologies being used. People have moved from PHP and ASP. Net to MEAN (MongoDB, Express. JS, AngularJS and Node. JS)
So, it's your call that whether you want to go for Zend certification or learn a new technology and upgrade yourself

If you want to get in Project Management, and become a project manager, then PMP certification is very good. But, if you want to do equity research or something which is not inclined to project management, then there is no use of doing it. So, it is good if your aspirations are inclined towards project management. All the best.

SAP certification holds a lot of value. Depending on which domain you select in SAP, you will get job accordingly. There are a lot of institutes which provides SAP training. Atos, Timespro, Guru99 are few of them. Also, there are a lot of online courses regarding SAP on Udemy. But, if you want to make a career in SAP, then I recommend you to take training from a reputed organisation like Atos and clear the certification exam. All the best.
