Learning something is never a waste of time. However, if you feel you can do better in your field of study, i.e civil engineering, you should definitely pursue that. You can always do a part-time course to learn the art of cooking. If you strongly feel that you want to learn cooking full time, you should pursue a course in Bachelors in Catering Technology and Culinary Arts from Culinary Academy of India. It will broaden your scope for employment.

Term 'high paid' is very subjective, some person might be happy with an annual package of 4 Lacs and some might not be happy even with 15 Lacs package.
* To ensure your salary rise, you must focus on sound practical knowledge, if you have not started working, join a good company or even work as an intern if required and gain good practical knowledge and then move further.

You are advised to appear in Engineering Entrance Examinations such as JEE, etc. to seek admission in B.Tech civil engineering to become a civil engineer. You can also do a Diploma in civil engineering after 12th to become a Junior Civil engineer. You can also do AMIE section A and B to become a civil engineer.
