Degree certificate of any course will be ok. It is not necessary that you must be a computer graduate only. B.Tech, BBA, B.Com, BA, B.Sc and MBBS, any degree will do. To appear for civil, all you need to have is a degree.That's it. There is no specification of subject requirement.

Hello Ravi,
If you are fully dedicated towards your goal, then 1 year preparation is more than enough for UPSC exams. Follow smart reading techniques. Take mock tests online and assess your performance. Read The Hindu News Paper daily and update yourself with the current affairs.
In spite of your efforts, if you cannot crack it in 1st attempt, please don't loose hopes. Prepare well and go ahead in the next try.

Anyone can appear for UPSC irrespective of which college he/she is studying in.
The only thing is that you must have a degree certificate from a recognized institute.

Maximum of the best coaching institutes are in Delhi. There, Vajiram and Ravi are the best according to me because they are the oldest institutes and give coaching for Mains, Prelims and Interview as well.
