It depends on your career goal. If you can get admissions into the field of your choice, do not bother repeating as you can showcase your talent in Graduation education. If you are not getting admissions in the course of your choice, repeating offence can be considered. This should only be done after making sure there is no alternative.

Your admission will be based on your marks in PCM with one language. Every college is good in DU if you are interested in studies and giving regular time to it, but still, if you are interested, then google about top DU colleges for Maths (Hons), you will get your answer.

If you have decided to opt for Maths (Hons) just because you are passionate about mathematics which you study at 12th level, then my friend, I think you should think about it once more. This course is quite different from what students expect it to be. Generally, students get attracted towards Calculus which they study at school but in this course, differentiation, integration and almost all the subjects which you study at 12th level are rarely studied. Yes, the syllabus is same but the pattern of annual examination is somehow different in both of them.

NCHM JEE 2018 Eligibility Criteria related to Qualifying Examination:
Candidates must have passed 10+2 system of senior secondary examination or its equivalent with English as one of the subjects. As you have completed your 12th with commerce, it is better for you to join B.Com
It worth and falls under your 12th stream. But if you go for Polytechnic, you may suffer.

I don't have much idea about Punjab University so I cannot comment on it. But B.Com LL.B in UPES, Dehradun is good. You will learn a lot of things. Because the pattern of UPES academic is very nice. And if we talk about faculty then you will get excellent faculty here. You will get an excellent support from them.
