First, figure out what you want to study, if your current scores are too low for technical subjects across India you may enroll into another area like management or commerce or humanities, etc. But you still need to meet the criteria for admission.

Yes you are eligible. Candidate must hold a Bachelor's Degree from any of the recognised universities Candidates who have appeared for the qualifying examination and are awaiting results or those who are yet to appear for the qualifying examination are also eligible for the Preliminary Examination. Such candidates have to produce proof of passing the said examination along with the application for the Main Examination Candidates with professional and technical qualifications recognised by the Government or its equivalent are also eligible to apply.

Yes, you can get admission in DU colleges, but class 12 percentage is most important. Your class 12 percentage is above 90 or 95. Best luck for your future.

After completion of 12th in science. One should give entrance exams for top engineering college like IIT NIT, VIT, SRM, KIIT, IPU, LPU, etc. There are so many entrance exams conducted and those are JEE Mains, JEE Advanced SRMJEE, VITEEE, KIITEE, Sathyabama University, IPU, LPU-NEST, etc. One should opt to give these exams.
