You can apply before the declaration of CMAT result. But I think the last date of application (PGDM) was 26th January.

Cut-offs for 2017 Admissions for PGDBM course were as follows-
State level (CET) : 99.67 Percentile
AIl India Seats (CET, CMAT, CAT): 99.95 Percentile
MAT score won't be accepted from this year onwards as per DTE Maharashtra's latest circular.

University of Hyderabad doesn't accept MAT as well as CMAT score. This college accepts only CAT score and the cutoff is 70 percentile.

PGDM and MBA are equivalent courses. Cut-offs via CMAT varies from institute to institute. You will need to go through the list of all colleges accepting CMAT score and their respective cut-offs.
