You can focus on tier 2 and tier 3 colleges becouse they will match the cutoff score of yours.

Yes, you do stand a chance of getting a call from Welingkar, as they consider an overall score of your GD-PI, your past academic records, and also your percentile. Now converting the call depends on you. Cut-offs for these institutes are always on the higher side in the range of 95 to 99 percentile. Thus it depends upon your percentile score now.
