With your quota, you can apply directly in college you can't attend JoSSA, unless you write JEE (main & advanced).

Yes, it is possible, but a tedious task. Firstly you need to get a No Objection Certificate for transfer from BRAC University, Dhaka, Bangladesh and submit it to CEPT University along with the transcripts, also you need to send a copy to MHRD (Ministry of Human Resource Development) for approval along with a letter of intent. Once approved by MHRD, the letter of approval needs to be submitted to CEPT University for admission or transfer. Good Luck.

Yes, you may have a chance under the OBC category with 93.3 percentile in JEE paper 2 and 66.2% in 12th. But it would also depend on number of OBC category students with higher percentile applying for SPA Delhi.

You cannot get computer science engineering with 109798 rank in JEE Mains, even after applying OBC category. Go for private colleges, you can get computer science easily there. Private colleges of West Bengal, Karnataka, Maharashtra, Gujrat, and Madhya Pradesh are best options for you.
Best of luck.
