Of course, you can join MSRIT through parallel admission but can't assure you for the percentage for the administrative fee structure. You will get the information if you contact the admission block.

The seats keep on fluctuating every year because of the increasing number of students. But each class is limited to 50-55 students.

Yes, you can surely join, but why? Diploma is three years while graduation is a four-year course. Difference of only one year. I feel you should not give up hope. I am sure, if you got admission then you are capable of passing too. Meet principal if you have financial worries.
